The EIA work should play the role of source prevention on a higher platform, in a wider scope and at a deeper level, and provide strong support and guarantee for the green transformation of the economy.
Beijing Tianjin Hebei, Yangtze River Delta and Pearl River Delta are the three regions with the highest level of regional economic development and the strongest national innovation ability in China. The land area accounts for 6% of the country, the population accounts for nearly one third of the country, and the output value created accounts for 40% of the country. These three regions are also the regions with the most prominent environmental conflicts, the strongest public demand for environmental protection, and the most urgent economic and environmental transformation.
Pan Yue said that Beijing Tianjin Hebei, Yangtze River Delta and Pearl River Delta should be the reform demonstration areas to solve the dilemma between economy and environment under the new normal. In the strategic environmental impact assessment of the three regions, the red line of space will be used to constrain disorderly development and keep the ecological bottom line; Use the total amount red line to control the scale and intensity of development, allocate and control the total amount of pollutants discharged by key industries according to the environmental quality, so as to control the development scale of key industries within the bearing range of resources and environment; Use the red line of access to promote economic transformation, strengthen the source control of industrial access, and clarify the manage requirements for resource based, risk based, pollution based and industry differentiated accessment.
Environmental impact assessment is the first window for environmental protection to participate in national economic operation decision-making, and planning environmental impact assessment is an important starting point to promote green transformation. Pan Yue said that at present, regional planning, river basin planning, urban planning and industrial planning in many places are still busy with extensive ground stalls and projects, and ecological civilization is still at the conceptual level. At present, an important means to truly promote the continuous greening of development strategies and plans is to plan environmental impact assessment. The planning environmental impact assessment can be involved early in the front of the decision-making chain, which can make the planning greener, more environmentally friendly, and more prevention from the source.
Pan Yue said that at present, there are two main paths for green transformation, one is land improvement, and the other is to optimize the economic layout and structure upgrading. The former relates to whether urbanization is orderly, and the later relates to whether industrialization is reasonable.
"The planning environmental impact assessment is an important means to strengthen the territorial improvement and implement the planning of the main functional areas." Pan Yue said that at present, some regions are over developed, resulting in serious shortage of water resources, decline in soil and water environment quality, and breakthroughs in environmental carrying capacity; In some regions, the land development is inefficient, and the expansion is still extensive, with large demolition and construction, mountain cutting and lake filling. This is an urgent need to standardize the spatial development order from the regional and watershed macro level by means of planning environmental impact assessment, rationally allocate production, living and ecological space, and build a land spatial development pattern that adapts to the economy, population and environmental carrying capacity.
Pan Yue said that the planned EIA is also an important means to optimize the industrial layout and structure upgrading. At present, the cost of environmental protection industry and environmental protection law-abiding enterprises is still much higher than that of two high industries and environmental protection illegal enterprises. If the planned environmental impact assessment is carried out, the regional approval limit and negative list are used as the means to strictly enforce the environmental access of key industries and force the elimination and withdrawal of enterprises with high pollution and environmental violations, it can promote the upgrading of enterprise production processes, speed up product upgrading, and promote the third-party pollution control and environmental protection investment cooperation between the government and social capital.
"The next five years will be a critical period for economic transformation and upgrading, as well as for the great potential of the planned EIA. However, the implementation of the planned EIA is facing great difficulties." Pan Yue said.
According to the reporter, it is quite common that the planning EIA is not approved first. Since the implementation of the Environmental Impact Assessment Law in 2003, 52 of the 113 coal mining area master plans that have passed the examination and approval have been examined and approved before the completion of the planned environmental impact assessment. As the "leader" of the environmental assessment management system, the "difficulty in implementation" of the planned environmental assessment has greatly reduced the effectiveness of the entire environmental assessment system.
Pan Yue said that the Ministry of Environmental Protection has recently launched a large number of supporting work of laws and regulations to lead the reform and innovation of environmental assessment with the implementation of planning environmental assessment. We are striving for the support of relevant departments to promote the revision of the Environmental Impact Assessment Law, the Regulations on Planning Environmental Impact Assessment and the Regulations on Environmental Protection Management of Construction Projects. The linkage mechanism between planning EIA and project EIA in urban construction, new areas, mineral resources development and other fields is being improved. "Measures for the supervision and management of environmental protection during and after the construction project", "Measures for the management of post assessment of environmental impact of construction projects" and "Measures for the regional approval limit of environmental impact assessment" are being formulated in full swing.
It is reported that the Ministry of Environmental Protection is also exploring innovative management methods, including the pilot project of total emission management of regional pollutant industries, strict approval of key industries, deep integration of innovative environmental assessment and emission permits, strengthening the application of big data, further standardizing environmental assessment institutions, and deepening information disclosure and public participation.
